Yes - you need to obtain a PUC/PAC? code from your current provider to 'port' your number to the new network.
Note - if you are purchasing a new phone check first if this is 'locked' to a neetwork and if so whether it can be unlocked.
I've just moved from O2 to T-mobile and successfully 'ported' my number to a new 'locked' mobile.

The method for switching your phone number is like the equivalent of changing broadband provider without losing service.
some providers are slow to give the PAC as they know you are leaving them.
locked phones are only really an issue if you want to put say an O2 sim in an orange phone. this is often done to stop you getting the best deal for a phone and then jumping ship after the contract ends to a cheaper network, some badged phones will have bespoke firmware installed from the company (orange does this and thats why a phone from them has their logo on it too) and it can mean that other companies are less likely to be able to help.
its a bit like taking your pc to an apple store for a repair!

Yes you can keep your mobile number when switching. Ask O2 for your PAC code and give this to your new network. You can get full instructions here:
