chapter 13 isnt a term used in the UK but in the US.
if you are a US national that will impose certain potential issues in terms of getting a UK mortgage and receiving advice as some companies are wary of advising US citizens due to the global reach of your tax system.
in terms of mortgages to discharged bankrupts (assuming you are discharged) a lender will look at each case on its merits - starting with the reason behind the bankruptcy - was it a series of unfortunate events or a profligate lifestyle?
you would also need a large deposit, 25% at least, which leads to the question of how does a bankrupt save such a some of money if they couldnt repay their creditors?
