In a word, yes.

A County Court Judgement is where a creditor (and it doesn't have to be a loan, it can be council tax, or utilities, or indeed any other supplier) feels it necessary to take you to court to force you to pay your debts. Once they have a judgement they can then seek to enforce it by applying for an order to allow a bailiff to seize your goods.

Typically this doesn't happen, but the judgement is recorded against your credit file for 6 years, and during this period you may find it very difficult to obtain credit or any sort, even a store card. Given that you move regularly they may find it difficult to apply it to your address, but ultimately if you have a bank account, it will turn up. The only sensible option is to negotiate with them, and try to come to a mutually agreeable arrangement.

To add to John's comments as lenders share your details (your credit application gave them the right to do this) they will be able to track you no matter how many times you move.

they will also often sell the debt to recovery agencies to collect which will cost you more in the long run.
