Have moved in with elderly parent, house has been purchased and am paying the mortgage, my name is now on deed of house along with mother,

she gets full council tax benefit, will this change now my name is on deed technically as co owner

you are not "technically" the owner. you are a co-owner. you should check with your local council if it will impact on all benefits including housing benefit if that were in place as its usually not payable to close relatives especially if you are living there too!
