Until recently, most people could get free insulation, funded through government backed schemes. Unfortunately this has now come to a close with the end of the Carbon Emissions Reduction Target (CERT), which ended in 2012, and has been partially replaced with the Energy Company Obligation scheme (ECO).
Under the ECO, if you can comply with certain criteria you may still be eligible for free/cheap insulation, or even a free boiler. What you can get will depend on your energy supplier, and your personal circumstances. Many of the large providers offer the convenience of a simple online application as well as a telephone helpline for enquiries.

Scottish power customers and non-customers in receipt of certain benefits can apply for a free boiler and insulation. This scheme was frozen in April 2014, but you can still register your details in case it reopens.
